●Official work and the system regarding safety information (Anpi Jouhou)
The Civil Protection Law came into force in September 2004. Under the law, municipal mayors and prefectural governors
shall strive to collect and sort out the safety information on the evacuees at their shelters and the citizens who the police
or the hospitals reported as victims when a man-made disaster – such as armed attack and terrorism attack, happens.
The safety information will be shared with the Minister for Internal Affairs and Communications. The Minister, the governors
and the mayors shall reply to inquiries on the safety information, based on the consent by the person under inquiry.
Regarding the safety information on foreign nationals, Japanese Red Cross shall reply to inquiries.
The information handled in this scheme contains name, date of birth, sex, injury or death, whereabouts and contact.
In order to implement the required process smoothly, an electric platform, named “Anpi Jouhou System”, has been working
at the ministry (Fire and Disaster Management Agency), the local governments and the Japanese Red Cross.
